The Third Inter-Agency Conference was held from 5-10 August 1996 in Sibu. The Conference was declared open by The Right Honourable Chief Minister and the keynote address was personally delivered by the Honourable State Secretary. This shows the commitment and strong support from the top level.

The focus of the Conference was on community participation and the theme selected for this Conference was “Towards a Better Tomorrow – through Greater Community Commitment and Effective Participation”. During the Conference, the participants were once again briefed on the Healthy City Concept as a way to create better understanding towards the Programme.

Various agencies were asked to report on the progress of the activities carried out. Several agencies also willingly shared their experiences on some of the successful projects carried out. For example, the Neighbourhood Watch Programme, Resettlement of Hawkers in Kuching City and the River Adoption Programme. Apart from these, some new identified issues were also addressed and presented. These include, pesticides in vegetables and issues related to using residential houses as business premises and many other matters.

At the end of the Conference, the Conference resolution were formulated and presented to the Honourable State Secretary.
